“Set up an internal surveillance system” – I think that’s the only point they have implemented here in Switzerland. They had a big scandal maybe two decades ago. They discovered that Switzerland had a secret service that was keeping notes on citizens involved in “suspicious” activities: Left wingers, suspected communists, all sorts of supposed enemies of the state. When the news broke, the secret service was split into an internal and an external branch, the keeping of these files was forbidden, and citizens could request to see their own (censored) files, and many were shocked to find that the state did in fact have a file on them, and not only for people who had travelled to the German Democratic Republic (East Germany before the fall of the Berlin wall, for your youngest readers, haha).

And I think Switzerland is starting going down that road again. We now have a “Hooligan Database” for example, where you can be listed for all sorts of misbehaviour without a court decision, no way to appeal, and real life effects such as being forbidden to enter a stadium. I don’t like Hooligans, obviously, but fascism always starts small and with the support of a large part of the population.
